The buyer may be thinking about usable traffic between buildings; the supplier may be quoting an optical channel. Getting those definitions aligned is the first useful engineering decision.
What a terabit actually buys
DWDM carries multiple optical channels on a fiber; OTN provides structured transport functions. Neither creates unlimited capacity. Distinguish wavelength line rate, aggregate fiber capacity, Ethernet interface rate and useful application payload. In a hypothetical eight-channel system at 400 Gbit/s per channel, the nominal sum is 3.2 Tbit/s. That equals 0.4 terabytes per second before relevant overheads, not 3.2 terabytes. State whether a quoted rate is gross or net and which direction it describes.
The route sets the optical limits
Capacity, reach and reliability interact. Modulation, coding, optical signal-to-noise ratio, amplifier chains and route conditions constrain the feasible design. Adding channels can require checking spectrum, filtering and power balance. A short laboratory demonstration is not a guaranteed long-haul production service. Build the link budget for the real route and vendor-supported operating envelope; reserve margin for aging, repairs and environmental variation.
Proving capacity under real conditions
Acceptance should test more than optical lock. Check sustained payload, errors, protection switching, latency and interoperability at the required load. A pair of fiber services sharing one duct remains exposed to the same excavation.
Map physical routes and maintenance boundaries before assigning redundancy credit. Report measured conditions, test duration and failure cases alongside capacity. The useful question is what protected service the enterprise can operate, rather than how large a laboratory number can appear on a homepage.

A decision for regional networks
For a regional carrier, a capacity proposal becomes useful when it identifies the endpoints, the delivered interface and who restores service. Put those details beside the headline rate before comparing prices.
